VETO
MESSAGE TO BE TYPED UPON HOUSE JOINT RESOLUTION #20 AND SIGNED ___________________________________________________ WHEREAS,
the official records of the Secretary of State reflect the fact that the
Governor of the Commonwealth of Kentucky is "absent from the
State" within the meaning of section 84 of the Constitution of
Kentucky, and WHEREAS,
in such circumstances, it becomes incumbent upon the Lieutenant Governor
to discharge the duties of the office of the Governor, NOW, THEREFORE, HJR 20, 1978 Regular Session of the General Assembly of Kentucky should be and it hereby is vetoed. Comfortable
to the requirements of section 88 of the Constitution of Kentucky the
objects and reasons for the veto of HJR 20 are: (1)
It is not in the best interests of the people of the Commonwealth of
Kentucky; (2)
The General Assembly of Kentucky was powerless to rescind the action
previously it had taken on the identical subject matter of HJR 20. (3)
The manner in which HJR 20 obtained concurrence by both Houses of the
General Assembly were illegal. This
